Don't think so. Surely, the mail should go to NTL's server, then be forwarded to Spamcop. If Spamcop was blocking it, presumably(?) it would still be accepted by NTL, and remain there? Also, I thought Spamcop blocked the sender, not the recipient? ALL incoming e-mail appears to be bounced, and nothing is being reported as blocked by Spamcop.
