All I can see is that Britains broadband population will get even more restless. With increasing speeds coming to the market there will be an even bigger strain put on the infrastructure which will result in more ISPs introducing usage restrictions of one sort or another. The heavy user brigade who aren't bothered about caps because there will always be an uncapped ISP to move to will have to move on when their ISP imposes restrictions and the more that do so, the more the heavy users will be concentrated on a smaller number of ISPs forcing these to take action.
