neither - I'd prefer to offer high volume users something more customer friendly than restrictions such as dropping their speed to 56k or putting them on the same pipe. one such more customer friendly method is to offer additional 20GB bolt ons at ÃƒÆ’Ã¢â‚¬Å¡Ãƒâ€šÃ‚Â£10 a go.
