I have been through every setting in all the options I can find in NIS 2003 and it still won't work. Have even ventured onto Symantec's website and thats no use either.
The OS is Windows XP Home on SP1, and I would rather not go to SP2 due to the user losing all their data before doing a Windows Update.
I have heard of Norton blocking the internet before but cannot for the life of me get this one working.
Any help would be gratefully received!

This any good -
Can access the Internet with NIS disabled
In the list below, read the first cause (and its solution), and then try to access the Internet. If you still cannot access the Internet, go on to the next cause (and its solution), and so on.
Norton Internet Security or Norton Personal Firewall is configured to block all Internet traffic
Norton Internet Security or Norton Personal Firewall is set to block all Internet traffic
Norton Internet Security, Norton Internet Security Professional, and Norton Personal Firewall 2003/2004 have a setting that can block access to the Internet. This setting is controlled by a toggle button on the main Norton Internet Security or Norton Personal Firewall window.
This toggle button lets you switch from one choice to another with one click. You see only one choice at a time. The text on the button always shows you what you will change to if you click the button.
Clicking "Allow Traffic" allows Internet traffic. (You see this choice only when Internet traffic is currently being blocked.) If you see this button, click Allow.
Clicking "Block Traffic" stops Internet traffic. (You see this choice only when Internet traffic is currently being allowed.)
Edit Good Link here as well.
