Because most NTL customers have webspace of their own to use?
The odd attachment here or there isn't going to drag the forum to it's knees but if every member posted their wallpaper as an attachment everytime they changed it, the server load and free storage space would soon start changing.
Maybe PM'ing a team member for their input would be a start?
