This might sound silly.

but i had this fault with a customer in warrington before christmas. It turned out to be the power supply for the modem. Dont ask me why but that is what it was. if you can get hold of the old modem and power supply then try swapping out the power supply they are the same.
At the end of the day there is no harm in trying.
btw
this customer had just moved from a 120 to 200 and had used the new power supply.
