From your description, this is clearly an NTL cable signal quality issue, and there is nothing that you can do to fix anything. This is down to NTL to fix. You might have more luck reporting it as a failure of Interactive TV (and saying the lights go out), because this will focus their minds on the nature of the problem, and avoid them going up blind alleys trying to eliminate problems with your PC.
