It has an actual REAL basis. It IS a starting point. If people want to explain why it might be less than that, that is one thing, but to claim it's complete nonsense, simply because of the source, is complete nonsense.
A major part of EU contributions ARE based upon GNI. The proposals ARE for the %age of GNI to go up.
