They have said there will be contingencies for those who pay by cash. Council tax avoidance is one thing people really should not do because they have so many more powers than those with normal not under a high court judge debt. They can issue a summons without any notice increasing the debt by the price of the summons then it can spiral very quickly to a visit from Bristow and Suitor or similar burly bully boys in stab vests to your door.
