Yeah, it's sensible that local areas can decide. Those who want to invite more visitors can choose not to implement it. Whereas I don't think anyone planning a holiday to London will be put off because of the tax.
Thinking about it, somewhere like Cornwall might really appreciate the income from the legions of visitors they're getting. It's not the most populated region of the UK so it's probably quite a mismatch between the number of people paying for local services vs those actually using them.
