Stand-alone episodic story telling was a deliberate creative decision for SNW and one I happen to agree with. Arcs have a tendency to disappear up their own ar$3 after a while and actively deter casual viewers. SNW does have recurring characters and stories that build on one another but it has never had an over-arching season-long arc in the way Discovery or Picard had.
That said, there is no creative reason why it should suffer for that - TNG was made the same way and didn’t suffer for it. The current production team just don’t seem to ‘get’ Trek. They’re looking at a huge body of classic material and assuming we all loved all of it, and then re-making their own favourite bits. Sadly the result is an endless parade of Data/Wesley does something endearing and ‘ooh look Holodeck’ crap.
