I think I've worked this out, it's a private TikTok type thing where the only members are World Leaders.
They all do something really stupid (evidence is out there) and compete to be the best at being a complete looney.

Extra points are awarded for surrounding yourself with personnel who are blessed with vacant stares, a permanent smile, and the ability to continuously nod their head.
