There's nothing in audio settings other than audio jack volume which is set to 100 but the amplifier takes over using its own volume adjustments.

Using someone else's ears is stupid. Get him to go to the doctors and get NHS hearing aids they're free, it's what I use and it was the best thing I did and left it far too long to do it.
