Channel 540 is a FAST channel and I can confirm its low quality which I have seen on my VM TV 360. What's happening I believe is that a small range of devices including Samsung TVs have the Red Bull TV app and get the quality feed whereas everyone else, like VM, have to settle for a syndication/B2B feed of lower quality.
