I agree, but I think we get odd cases like this where the funeral director is facing multiple stacked charges? So 20 years is the result of multiple sentences, whereas the rapist in your scenario is one sentence.
That said, I would want higher than 13 years there anyway. Murder, violence and offences against children should get much longer than most other crimes.
