Netgear & Microsoft
Netgear components, specifically usb adapters. Windows doesn't seem to get along with them. So there's a thumb drive or pre downloaded drivers on the machine. Offline, Microsoft cannot verify the driver's so blocks it

Online, the installation goes smoothly.
This defeats the whole purpose of needing the device for internet connectivity. You buy the product to gain internet connectivity.
This happened with a previous Netgear adapter but this time only the latest drivers from Netgear support website worked so the supplied disc with drivers on is useless.
