Well it is often something on the route. Seeing the trace and it looking fine does not mean there is not an issue on it. You send out tiny packets and receive it back it is nothing like the through put needed for streaming. TBH running a tracecert on a site you know you are reaching but it is buffering is not going to show you much because you already know you are getting there. Pinging the site might give you more clues if there is delays and packetloss

When I have issues I always try behind a VPN first to see if it is a route issue and keep my primary DNA to google and Secondary to Cloudflare. Dunno if this helps much but I do it anyway
