It should be obvious to anyone that "Disabled" toilets are there for disabled people, that members here argue otherwise is of course no surprise.
I suspect Andrew meant toilets that are both unisex and accessible without being intended as specifically disabled-only toilets. It depends on the location. I know in London you often see unisex toilets that are also set up for disabled people. It's usually in smaller places where they only have a couple, so they just make them unisex.

The oddest one I have seen is the National Theatre, where it's a unisex set of cubicles in a shared area. Think of a normal bathroom, but the common area is shared, and all the cubicles are unisex. It's kind of annoying, as there are no urinals and people piss all over the seats.
