Well it turns out it will be done by lowering the price per kWh.

Gas: down 0.31p/kWh (0.35p including VAT).
Electricity: down 3.37p/kWh (3.54p including VAT).

Its "expected" (but not confirmed) that this will be applied to fixed tariffs as well as variable.
