Gas is only 29p a day, while Electric is about 48p, plus surely the fixed prices cannot be reduced, thats what fixed means.
The standing charges are set by the regulator they could change them as long as the total effect allows them to remain solvent. But there are various reasons, some that they don't bother to tell us, that they don't do this.
