Re: People failing driving tests repeatedly

If you have to take the theory test 75 times before passing, then passing is likely to have been a fluke and doesn't represent their knowledge.
There are online tools to help to practice, so to fail that many times before is horrendous.
If you fail that many times, either the pass rate has to be higher or they has to pass 3 times in succession. Passing shouldn't depend on getting the right question on a particular day.
