Something is really off there, likely your thermostat is reading way below what it should be and your house is alot warmer than you think and likely 24c, but it depends on your body fat too I guess. My Hive thermostat is currently set to 20c while I am at home and it's comfortable in just a T-shirt and jeans and when the house is empty or I'm sleeping the heating goes OFF, no point wasting Gas. In colder months the heating will get turned up to 21-22c and a jumper goes on, I couldn't set it at 24c I'd melt.

Treat yourself to a new wall thermostat.

I've also got a crazy neighbour that wears shorts all year around but he's from New Zealand and will spend 6 months there from November.

Burnt my foot on the radiator yesterday morning reaching out from my bed to see how hot my radiator gets in 5mins!!! I can't believe the difference my new boiler has made to heating the house.
