Aah … it seems that photo ID is not what they’re after per se, but rather a clear statement of your right to work, which citizenship affords. You have a statement of citizenship on a passport but not a driving licence even if the licence has a photo.
The alternative for those without a passport is a birth certificate plus a document with an NI number on it.
