Local TV in the UK was always going to be difficult, as production costs are expensive compared to having an online outlet where you don’t have to “fill” unused airtime. Community radio is thriving both online & broadcast, so I suppose those in power thought what was good for radio would work with TV & bring in income from the used spectrum. In reality it was never viable, resulting in the usual “hoover up” of franchises by a dwindling number of operators.
