I know you were given the full list as UKCTVC had to build a pro-forma network list for local TV in order to send it to you. Local & regional "network" listings have been scrapped at UKCTVC as the ex-NTL data wasn't being updated. The pro-form list you were given will form part of the new cross-platform regional services database and will be a building block for similar regional lists. BBC, ITV, C4 etc and regional variations for other services such as BBC Scotland, BBC Alba, S4C, RTÉ etc. All a bit off topic but that's what was happening.
STV had bid for multiple areas but ended up with STV Glasgow & STV Edinburgh covering all of them. Ultimately, even that wasn't viable and the entire service was rolled into a networked "STV2". I know that broadcasts stopped for a few months but the point is that That's TV had acquired the assets of "STV2". The pause was probably to reconfigure the DTT network for That's TV to, ostensibly, operate in the individual franchise areas. A reconfiguration certainly took place. What I was saying is that, although That's TV acquired the STV2 assets, at some point there was a decision to not continue with cable carriage. Presumably, cable carriage would have also needed a reconfiguration as, if I remember correctly, STV2 had morphed into a single service by then.
As for your last point, I don't think that anyone, anywhere, having seen what's on offer from a That's TV local channel has gone online to campaign for it to be brought to their area.

They possibly used that name as one of their multiple rebrands, who knows. Even That's Cumbria is highly exaggerated as a name. That's Carlisle would be better. It certainly isn't carried on Westmorland / South Lakes / Furness transmitters, so not available in that area. There will be That's Cumbria overspill in Scotland and Freeview include it as an overspill in one of their Freeview IP regions. Also in a Freely overspill region where, unfortunately, BBC Scotland & That's Cumbria are, technically, both assigned LCN 8. Oops!

If you are using that for info it may explain finding services such as That's TV Borders. Anyone could go on there and add whatever they want, That's TV Istanbul, That's TV Tokyo. Be careful when using it as a source.
