That is the first shot across the bow I reckon. Full scale war against the disabled will appear soon enough "to save money".

I think most people would agree with Blair as his statement stands. Certainly most/all of the right of centre parties would. I would not conflate a conversation to try and identify the real needs from those who may not require the same help as "war on the disabled".
