DLA was about what you had and the change to PIP meant it was about how it affected you. Camerons idea was that some people cope with disabilities better than others and advances in aids can sometimes make certain disabilities less onerous. This was designed to save money.

However, this system has ended up costing more, so it has been suggested that PIP be changed, with the DLA style of assessing based on condition and severity being used once again.
