They are not the only ones that can run it, they are just the ones that it is being "Fully Released" on next month.

At the moment any pc with 24H2 has "Recall" enabled by default if they have done a fresh install, I am not sure about an "Upgrade" though as I don't have a machine that I do the 24H2 upgrade option on at the moment, as it doesn't show on my laptop.

"Recall" although the App is not available yet, is enabled on my PC, I wasn't given a choice to enable it, it was and is enabled by Default by Microsoft on install, so they have lied when they said it would be an "Opt In" also lied when they said "it won't be tied into core functions".
