This is on my PC right now on 24H2 without an NPU.
Just so you are aware, if you remove "Recall/Co-Pilot" from the Windows ISO you lose the ability to use the "Tabbed File Explorer", that is what is known currently because Microsoft have "Tied" Recall/Co-Pilot to the File Explorer, something they said they would not do!

Recall only operates on Copilot+ PCs that meet the Secured-core standard and include the following capabilities by default, which are verified by Recall:
BitLocker (Windows 11 Pro) and Device Encryption (Windows 11 Home) TPM (Trusted Platform Module) 2.0 – the TPM provides root of trust for the secure platform, management of keys used by the Secure Enclave TEE and additional platform hardening primitives, such as un-forgeable monotonic counters.
Virtualization-based security and hypervisor enforced code integrity.
Measured Boot and System Guard Secure Launch – If a machine is not booted securely, it cannot attest to the system’s security state and release keys, which can unseal content previously protected, thus mitigating early boot attacks.
Kernel DMA Protection against peripheral attacks.

User choice from the start
During setup of your new Copilot+ PC, and for each new user, the user can opt into saving snapshots using Recall. If you don’t choose to opt in, it will be off by default and snapshots will not be taken or saved. You can also remove Recall entirely by using the optional features settings in Windows.
