No, but they can refuse to take you on if you dont have one.
If it needs to be replaced, because its faulty, you'll get a smart meter.
Otherwise if your meter hasnt expired (reached EOL) then you can keep it.
If it's EOL they will tell you it needs to be replaced, and are unlikely to offer you anything other than a smart meter.
Of course, you can choose to ignore them (at least for now) but at some point in the future, they may force the issue.
Of course, what they are slowly doing is making SMART tariffs cheaper, so by hanging on, you pay more.
