They need to work out a way where it is better to work than not, that is if people get work they don't lose out on all the benefits they get while not working. It would be a pain for those who do not want to pay a fair tax rate. For "those that invest and plan", read: those small number of people who use their wealth to generate income but do not want to pay the same rate as those who receive their income via PAYE.
