D3&4 used to be divided into 2 parts and each half would carry an equal number of channels. ITV channels were all stat-muxed and C4 channels were stat-muxed separately then the 2 halves were "stitched" together. It was very inefficient. I think all of the channels are now stat-muxed in one operation, which is more efficient. I'm not going to try to get the data to check that out and do the maths to confirm it but it is the sensible way to do things. Historically though, there should always be an even number of channels on the multiplex. If they are renting capacity to other broadcasters, it would make sense to do it jointly rather than individually. It's always been a weird multiplex though, they allocate bands of channels in decimal ranges rather than hexadecimal. But this is getting a wee bit too technical.
