You may say BBC can't rent out BBCB.

Yes they can as S4C HD (In wales), ITV HD, UTV HD, STV HD, Channel 4 HD, Channel 5 HD, TBN UK and 5SELECT broadcast on BBCB right now.
D3&4 is 50/50 ITV/C4 with Channel 5 gifted capacity in the ITV half and S4C gifted capacity on the C4 half but only in Wales. BBC A isn't allowed to sell any slots to third parties but BBC B is a commercial licence run in the same way as BBC Studios / UKTV. The problem with BBC B is that the BBC hasn't yet committed to extending its licence past its current expiry of November 2026. So they won't be entering into new long term contracts.
