It looks to be independently owned and has a different logo from its US namesake.

Some of its programming like Drop the Dead Donkey will be available on-demand from Channel 4 concurrently. What I think it does is present older (and probably cheap to licence content) on a linear channel for those who don't use streaming apps very much.
