It's not simple:

Gas is several (3?) times cheaper than electricity for the same amount of energy.

A kettle is just about 100% efficient; a gas boiler 60-90%

Is the boiler just heating water on demand? Or is it keeping a tank hot that is slowly losing heat? Except that is heating your house so it isn't really wasting energy.

If you have to run the tap to get it hot, you are wasting energy. Except that is heating your house so it isn't really wasting energy.

If you boil more water than you need, you are wasting energy. Except that is heating your house so it isn't really wasting energy. Or you can make a cup of tea.

All in all, I suspect the tap is cheaper, but it's not clear cut.
