Disturbances should be treated with caution as they can indicate poor reception or connections at the monitoring site. In this case, however, the pattern is repeated across several sites. It shows a random total (aggregated) video bitrate and a variable bitrate for null packets. That is indicative of an additional service added to stat-muxing at C&M centres but without the necessary SI data in the transport streams to show what the extra service is. In that case, the additional service would only show in null packets (the black bit at the top of the graph), which is what seems to be happening here. Not an additional stream though as ITV Be +1 (now 2am-4am), ITV 3+1 (now 4am-6am), ITV 4+1 (now 6am-7am) have been moved to these shorter timeshares in capacity released by ITV 2+1 (now 7am-2am). If ITV was able to use hbbTV (they don't seem to be as their off-air slates are only available as MHEG versions) they could stream the +1 services when the broadcast versions are off-air.
