Yes, my 20-year-old petrol Rover has no charge. The cars I've heard that have failed tend to be diesels - I think most diesels older than 8 years old would fail.

Officially, cars and vans which comply are:
Petrol: Euro 4/5/6
Diesel: Euro 6
