An interesting thought. So maybe if the government had an actual plan for broadcasting rather than random, badly thought out, plans that come to nothing such as the C4 privatisation, we may have had a Freeview service upgraded to DVB-T2 with more HD services as standard. Then everyone would be getting Sky Arts in HD.

I don't know about Sky saying no but maybe you are onto something here and there could be more changes to come in phase 2. Or phase 3 if you take the clearance of channels in the upper 200s as phase 1, the start of the EPG housekeeping changes.
