Even after partygate, and all the other scandals, he was/is still popular and still had the mandate from the electorate.
He isn't that popular. He had dire approval ratings when he left. But he is popular with the Tory base which is why he'll probably win.

I agree though he is the easiest answer to the calls for an election.
