Depends on the fan. A vortex type actually does cool the air. A cheapo standard pedestal fan will just do as you say.
I got a Woozoo desktop type (got mine for £38) which I'm using now and the air is a lot cooler than what I used last year (12" 3 blade pedestal).

As for tower fans, I had one and gave it away a few days afterwards. Useless things.
