It's an ergonomically designed place holder for 'wet' paint brushes, it even has the lip around the base in which to catch those awkward runs that dribble paint when you have to slap the brush down quickly in order to answer the phone or door bell.
. . . and trust me, it probably works much better than balancing the brush on a radiator
