One of the idiots later actually fastened some tall bushy type of flowery things to his side of the fence (to keep them upright I guess) and when we replaced the rotting panels the plants came up too.  |
Your fence, so the neighbours are committing criminal damage if they fasten anything to it. You should have pointed out to them the panels were rotting because of their actions and asked them to cough up!
