After a bit of digging about, it's the BBC checking the RBS system:

In RBS A line( fibre) fed transmitter looses the line feed and to keep it on air it rebroadcasts a transmitter closer to London ... le receives the signal and switches the output of the receiver to replace the line feed .

So all the signals on all the lines to the transmitter are unplugged
except the feed to Wrotham which is in Kent and thus feeds London .
So for example Oxford rebroadcasts Wrotham and Sutton Coldfield ( Birmingham) rebroadcasts Oxford etc etc

To test the quality of this arrangement test tones. Frequency sweeps are used ..
The equipment that does this is made by LIndos .

The tests are done once a year ... and analogue Tv used to do this as well.

There are some transmitters which are not fed by line
These get their signal by RBL rebroadcast link where the receiver output is permentantly
connected to the transmitter input.
