The ONLY thing in the NI Protocol is that many issues, including parcels from GB, have to be agreed by the Joint Committee. Absolutely nothing in there about blocking movement of goods and items. If the EU decides to NOT come to an agreement on the various issues, then THEY are breaking the agreement.
