I would ensure you have the latest drivers for your NIC.

If you have a second NIC or another Network Card lying around you could try that and see if the issue is still present.

Sure I had this issue many moons ago, around 10+ years and it was either driverss for the network card or a hardware problem with the card, can quite remember.
