The Senate would still have 2/3rds of its membership if there's no election. There’d be no House of Representatives.

Normally, it would Chuck Grassley, Senate President Pro Tempore - he’s 87 years old.
However, given that Democrats would have a majority of the returning senators (35 out of 65), they might chose to replace Grassley with a member their party as president pro tempore.

Trump was supposed to take part in a midday call about coronavirus support for seniors that was listed on his public schedule - instead, Vice President Mike Pence kicked off the call.
He hasn't tweeted since he announced he had tested positive (14 hours ago) - yesterday, he tweeted/retweeted over 60 times.
