It's a very well known issue on VM that for poor speeds you should enable ICMP on WAN interface, Not sure why it's needed but i wrote an article about many years ago on here for netgear dg834 routers.

In fact IIRC SHUB3 has ICMP enabled on WAN by default and it can't be turned off... (or couldn't last time i checked)
