Whenever that happens, cases will rise again until such time as either herd immunity is achieved or we have the vaccine. The lockdown only slows the number of cases but doesn't stop them altogether - it simply delays the inevitable.
South Korea has also seen a rise in cases following the relaxation of their lockdown.
