Yes, that all ties in with the outage on Friday night. The same fault happened again yesterday lunchtime, which may well have been when Loose Women was on.
I think it's a coincidence that you lost about 13 minutes each time. Friday's outage lasted about half an hour, but started at about 20:45, so you would only lose about 15 minutes of Gogglebox (which starts at 21:00)
