This is the default if no exemption to negotiated in a future. As Stephen says it's often in other countries too.
The EU applies this fee to
all countries that have nothing to do with it and no visa-waiver.
People here have been quite clear they want 'nothing to do with the EU' so this is the relationship people voted for and continue to advocate for then get angry when it's announced
